Former President of Bank of Chongqing Under Investigation Nearly Three Years After Retirement

A former senior executive of a prominent Chinese city commercial bank is under investigation for severe disciplinary and legal violations.

The former Deputy Party Secretary and President of Bank Of Chongqing Co.,Ltd. (ASX: 601963), Ran Hailing, is currently subject to disciplinary review and supervisory investigation by the Chongqing Commission for Discipline Inspection and Supervision.

Ran Hailing, born in May 1963, is 63 years old. His early career included roles in the Chongqing Fuling Regional Administrative Office and later as a Party Committee member and deputy factory manager at the Chongqing Fuling Canned Food Factory.

From March 1993 to December 2002, he held leadership positions including Party Branch Secretary and Deputy General Manager at the Sichuan Trust Investment Company Fuling Office, and served as General Manager of the Fuling Securities Business Department. He was appointed Assistant to the President of Southwest Securities Co., Ltd. from December 2002 to March 2003.

Ran Hailing joined Bank Of Chongqing Co.,Ltd. in March 2003, becoming a veteran with over two decades of service. He served as a Vice President before being appointed President in April 2013, a role he held until stepping down upon reaching retirement age in August 2023.

The bank's predecessor was the Chongqing City Cooperative Bank, established in 1996 through the merger of 37 urban credit cooperatives. It listed on the Hong Kong Stock Exchange in 2013, becoming the first mainland city commercial bank to do so, and later listed on the Shanghai Stock Exchange in 2021. Ran Hailing's tenure as President spanned the bank's critical phases of listing and business expansion.

The bank previously acknowledged his contributions, stating he had served in leadership for more than 20 years and as President and Executive Director for over a decade, dedicating significant effort to the bank's reform and development.

The investigation, launched nearly three years after his retirement, underscores the principle that accountability persists beyond an official's tenure and reflects a firm, zero-tolerance stance on combating corruption within the financial sector.

Separately, from March 29 to May 31, 2024, a municipal inspection team conducted a review of the bank's Party Committee. Feedback provided in August 2024 identified several issues, including insufficient implementation of rectification responsibilities by the Party Committee, gaps in providing high-quality financial services, and shortcomings in deepening reforms and strengthening Party conduct.

In June 2025, the bank disclosed its progress on rectifying the issues raised. It formulated 118 corrective measures targeting the specific problems identified, established accountability mechanisms, and improved 33 internal systems. The focus was on resolving deep-seated issues affecting high-quality development.

Regarding financial risk prevention, the bank has strictly implemented its risk control responsibilities, strengthened comprehensive risk management, and tightened standards for loans such as personal business credit. It has enhanced risk monitoring, disposal efforts, and credit risk management for personal loans. Measures also include managing deferred loan repayments through a list-based system and utilizing various recovery methods. The bank has bolstered market risk controls, conducted specialized interest rate risk analyses, enforced strict limits, and launched a dedicated market risk management system. Execution of the "three checks" loan system has been intensified with on-site inspections and revised credit investigation measures to improve risk prevention capabilities. A long-term case prevention mechanism has been established, clarifying responsibilities across levels and implementing 14 specific control measures, alongside specialized risk排查 to reduce potential case risks at the source.
