To thoroughly implement the national strategy for actively responding to population aging, accurately assess the current state of elderly care services across the county, and address challenges in infrastructure construction, service provision, safety regulation, and resource guarantees, the County Political Consultative Conference organized a special democratic oversight session on elderly care development on September 3rd. Vice Chairman Kong Xiangrui participated in the research activities.

During the inspection, committee members visited key elderly care service locations, including the Xilian Elderly Care and Health Center, the First Central Nursing Home, Xiaorong Elderly Care · Taiyuan, and the Shanrui Canteen Senior Meal Assistance Site. Through on-site inspections, discussions with facility operators, and symposium exchanges, they gained detailed insights into operational management, age-friendly renovations, medical and wellness services, fire safety facility maintenance, and meal assistance guarantees for seniors. The team also listened attentively to the practical concerns of facility staff and elderly residents, carefully identifying shortcomings and bottlenecks hindering current elderly care development.

Following the field research, the County Political Consultative Conference convened a special democratic oversight symposium. Various functional departments, based on their respective areas of responsibility, exchanged views on policy implementation for elderly care, project planning and construction, industry safety supervision, and talent team development, while analyzing existing challenges and outlining future development strategies. Participating committee members raised questions and offered suggestions regarding the construction of the elderly care service system, quality improvement of home and community-based care, strengthening rural elderly care services, and enhancing inter-departmental collaborative governance.

The County Political Consultative Conference emphasized that elderly care is a vital pillar for safeguarding people's livelihoods and enhancing the well-being of senior citizens, bearing directly on the interests of countless families. Relevant departments are urged to align their thinking, strictly implement the county committee and government's work arrangements for elderly care development, and use this special democratic oversight as an opportunity to adopt a problem-oriented approach. They should acknowledge committee members' suggestions item by item, establish a problem-and-suggestion list, clarify responsibilities, implement rectifications within set timeframes, and effectively translate the outcomes of democratic oversight into tangible improvements in elderly care services.

The conference further urged efforts to consolidate the foundation of elderly care services, address gaps in urban and rural service supply, optimize the quality of service provision, and improve the home-institution-community elderly care service system. It also stressed the need to reinforce safety supervision, safeguard the safety of seniors, and foster department collaboration to amplify the effectiveness of democratic oversight consultations. Committee members are encouraged to continue focusing on the pain points and difficulties in elderly care development, provide precise and constructive advice, build social consensus, and contribute to the continuous improvement of the county's elderly care service system, thereby driving high-quality development of the sector.
