The risk changes when a system acts for the owner, says Ivan Ng, chief technology officer of City Developments Ltd (CDL).\n\"It's a whole different risk equation,\" he says during a panel discussion at the recent Real Estate Developers' Association of Singapore's (REDAS) Digital Future Symposium.\nThe immediate obstacle is fragmented building data. Energy systems can sit apart from access controls and lifts, making it difficult for owners to see how a property is operating, according to Ng.\nMore open connections between those systems would, therefore, allow owners to combine their data and determine what an autonomous building can do. The system would also need to behave consistently and serve the owner's interests, he adds.\nWho controls the machines?\nThe control problem becomes more complicated when robots/AI-enabled machines are operated by different contractors. Cleaning and security robots are generally managed by the companies providing those services, says Alan Ng, founder and CEO of Quikbot Technologies.\nTheir operating data and incident records may remain with the robot service providers instead of reaching property managers or their technology teams. \"So, as the building owner, or as the property manager, you have no oversight,\" he says.\nThe gap becomes harder to manage when robots from different providers use the same lobbies and lifts. Hence, Quikbot's Ng advises owners to assign an identity to every robot. Permissions would determine where it can go and when, while separate rules would govern camera recordings. Owners would also need the records required to investigate an incident or manage machines during an emergency.\nTesting the limits\nWhile JTC does not set AI-governance policy, its role as a public agency and property owner allows it to provide shared infrastructure and controlled environments where companies test systems, says Calvin Chung, JTC's assistant chief executive officer for engineering and operations.\nFor instance, at Punggol Digital District, the Open Digital Platform provides shared infrastructure that connects building and estate systems. Approved applications can use their data and selected functions. JTC can also create ring-fenced sandboxes where companies test new technology and business models.\nChung adds that deploying new technology, such as AI, need not be confined to new sites. Relatively few functions must be designed into a building from the outset. While structural-health monitoring, for example, may require sensors to be embedded in concrete, other capabilities can be added when equipment such as turnstiles is replaced.\nStarting with older equipment\nAt Suntec City, the work is starting with ageing equipment. The complex is about 30 years old and some of its chillers are at least 20 years old, shares Ivan Koh, CEO of Suntec Real Estate Services Management.\nThe operator is compiling asset and maintenance data that could help AI recommend how the chillers should run under different weather conditions and building loads. The technology could also indicate whether maintenance should be brought forward.\nHowever, owners do not need to build every digital system themselves. CDL built its CityNexus customer platform in-house because it regarded digital engagement across its property portfolio as strategically important. It continues to buy standard products for other functions.\nCDL's Ng describes this as a conventional build-or-buy decision, saying owners should develop the layer that sets them apart and use suppliers elsewhere.\nData is part of that calculation.
