BCA Green Mark was first launched in 2005 and last updated in 2024.\nThe Building and Construction Authority (BCA) says the new Energy Rating sets out a clear business case for building owners to invest in energy efficiency improvements with a clear return on investment.\nThe move will contribute towards greening more of Singapore's building stock, says Minister for National Development Chee Hong Tat at the opening of International Built Environment Week (IBEW) 2026 on Sept 2. \"This will enable more building owners to start their sustainability journey through energy improvement retrofits, and to progressively do more over time.\"\nAfter achieving an energy rating, industry frontrunners that want to demonstrate more comprehensive sustainability performance can pursue the holistic BCA Green Mark certification, says BCA.\nThis combines the Energy Rating with points scored across five additional sustainability sections covering intelligence, health and well-being, whole life carbon, resilience, and maintainability. \nBCA will also introduce the SLE70 - a new Super Low Energy (SLE) tier that is achieved by delivering over 70% energy savings against its building typology's 2005 baseline, greater than the existing SLE60 tier. \nThis challenges Singapore's \"most progressive developers\" to lead the industry and strive towards the national target of 80% energy efficiency improvement, says BCA. \nAccording to BCA, alternative cooling technologies (ACTs) including hybrid cooling, active chilled beams and passive displacement cooling can achieve up to 50% energy savings compared to conventional air-conditioning systems. To further support the industry to mainstream such technologies, ACTs will now be recognised under Green Mark Version 7.\nThe new Comcentre in the Orchard Road precinct was one of 26 projects that successfully completed a Green Mark Version 7 pilot phase. A joint venture between Singtel and Australian developer Lendlease, the Grade-A commercial redevelopment comprises two 20-storey office towers with a gross floor area of more than 100,000 sqm.\n\nThrough a combination of high-efficiency cooling systems, the new Comcentre is projected to achieve more than 70% energy savings against the 2005 baseline, qualifying for SLE70 status entirely through on-site efficiency measures. \nExisting buildings can also achieve significant improvements, says Chee. The SMU Administration Building underwent a comprehensive energy improvement retrofit and achieved an SLE60 Energy Rating, with a payback period of less than four years. \n\"This is a good example of how the right approach and investments in energy efficiency can make both environmental and economic sense,\" says Chee.\nIn addition, building owners with large portfolios of similar properties can now recertify multiple buildings concurrently, reducing time and administrative effort. \"Owners of buildings of similar typology can now bundle multiple buildings under a single application\", says Chee.\nBuildings that demonstrate sustained energy performance will also benefit from an extended certification validity of up to five years, up from the current three. \nBuildings account for over 20% of Singapore's carbon emissions, making the built environment one of the largest contributors to our national carbon footprint. Under the Singapore Green Building Masterplan (SGBMP), Singapore has set three targets to be achieved by 2030: 80% of buildings to be green, 80% of new developments to meet SLE standards, and 80% energy efficiency improvement for best-in-class buildings. \nCurrently, 66% of buildings are considered green by gross floor area, 33% have met SLE standards, and best-in-class green buildings can achieve 72% energy efficiency improvement from 2005 levels.\nSingapore's target of achieving an 80% improvement in energy efficiency from 2005 levels is \"technically feasible\" for best-in-class green buildings. according to interim findings released in July from a study commissioned by BCA.\nThe six-month Design Prototyping for Decarbonisation (DPfD) consultancy study required four appointed consultants to each partner a building owner and explore decarbonisation pathways. It concluded that achieving 80% energy efficiency improvement is possible for new and existing offices, new hotels and new mixed-use developments with the use of ACTs and by monitoring electrical devices that are plugged into wall outlets.\nAs of July, at least 33 public buildings and 14 private buildings in Singapore have adopted ACTs.
